implied vs. applied problems

Problem characterisation should  be informed by the phenomenological approach to understanding and should be implied problems rather than applied ones. Problems should be recognised as expressions of concern by the stakeholders, discerned properly, they imply what the problem are. Care should be taken to ensure that  external experts don’t apply extraterritorial ideas and prejudices to the situation, and in doing so conceive of problems nonexistent or irrelevant to the local community.
